i want to create cartoon portraits\illustrations of people, please recommend some software and tutorial links. I heard that Adobe Illustrator is a very good software for this??

I use Adobe Illustrator and love it. If you work professionally, this is a pretty standard program. A good source for training tutorials is http://www.lynda.com. You can pay by the month and do as much as you want in that time ($25/mo.)

Illustrator is good, but very expensive.
You can take Gimp.

Its a little difficult, but it works.
And its free;))
